Paul Fitzgerald, SGTC Shipping and Receiving Manager

The South Georgia Technical College Shipping and Receiving Department was recognized recently for having one of the most efficient surplus management processes in the Technical College System of Georgia.  Paul Fitzgerald of Americus is the SGTC Shipping and Receiving Manager and he has two assistants Donnie Rushing and Gary Parker.  This department reports to SGTC Vice President for Administrative Services Lea Coe.

South Georgia Technical College was recognized by the Technical College System of Georgia as having received the third largest amount of reimbursements for Georgia Department of Administrative Services (DOAS) surplus property for the last 19 months.  They were able to surplus 4012 total pieces during that time.

DOAS adopted a completely virtual business model to streamline its operations for surplus property.  The primary mission of the DOAS Surplus Property division is the identification, redistribution, and disposal of state personal property other than real estate, to state and local governments, eligible non-profits, and the public.  The division also serves as the State Agency for Surplus Property (SASP) for the Federal property disposal programs.

By leveraging available technology, Surplus Property conducts “on-site disposals” of state surplus.  The SGTC Shipping and Receiving Department is responsible for managing SGTC surplus property and uses this technology to cost-effectively and efficiently dispose of state property, including vehicles.

Other state agencies, universities, colleges and technical colleges have direct access to the online programs which allows the surplus transfer to the surplus sale which also reduces processing time and errors.  Managing the disposal of state and federal property through equitable redistribution to eligible customers or public sale to maximize transparency and asset value is the purpose of the DOAS Surplus Property Division.  It allows the state to reuse surplus property rather than buying new and saves tax dollars by extending the life of property.

Paul Fitzgerald was named as the South Georgia Technical College Shipping and Receiving Manager in June of 2017.  He has been employed full-time with the college since 2013.  He was the Bookstore Manager prior to moving to the Shipping and Receiving Manager.

Fitzgerald and his staff are responsible for receiving all materials ordered by SGTC, assists with unloading trucks, reconciling items received against packing invoices, accurately entering information in Team Works accounting system of received goods as well as assigning inventory numbers and labels to equipment.  His department also delivers materials to departments on the Americus campus, and maintains all receiving records and files for auditing purposes.  He also conducts annual institutional physical counts of all inventory and quarterly inventory sample audits of counts as well as process property through the Georgia surplus system.
